The Brotherhood of Locomotive Engineers & Trainman and SMART Transportation Divisions urge you to contact your Texas State Representative and Texas State Senator and ask them to support HB 977, which would mandate two person crew on every train or light engine used in connection with the movement of freight in the state of Texas.
This legislation will allow for safer operations through our communities by reducing risk that arises from relying on a single individual. While our members are professionals who take pride in their work, by its very nature, railroad operations are enhanced by two people on every crew. This legislation will allow for communication and safety redundancy, operational efficiency and two pair of eyes and ears in the cab of each controlling locomotive. With single person operations, there is no guard against the potential human error whether that emanates from a crew member in the field, a management decision, or a remote dispatching office. It is absurd to argue that such a massive piece of equipment can be safely operated by one individual, especially given the many task to be performed during operations and the myriad federal safety regulations and railroad rules that must be followed.
The railroad industry has become a safer place to work than ever before, in large part because of the professionals who run trains in Texas and across America, and we who run our state's trains, believe the safest way to operate a train in Texas is with at least two certified crewmembers.
